COMPLIANCE REQUIREMENT #1
QUALIFIED ENERGY MANAGER
SEM assigns a qualified energy manager who meets Washington’s experience and training requirements. The QEM establishes the building’s energy use intensity target, confirms that the EMP and O&M requirements are being met, and submits the required Tier 2 forms through the Clean Buildings Portal.

SEM builds and maintains an energy accounting database from site attributes and utility bills, then benchmarks the building in ENERGY STAR Portfolio Manager. We track weather-normalized EUI, compare it with the required target, and provide monthly and annual performance reports. Tier 2 buildings must make this comparison, but are not currently required to meet the target.
